Sir,
With reference to your secret letter
No.73/Air of 24th May, 1934, in which you request the
immediate transfer to the Air Ministry on a free basis
of the area required for the Officers' Mess at Kai Tak,
I am directed to invite your attention to my letter No.
4101/33 of 10th August, 1933, setting out the terms on
which this Government is prepared to grant the area in
question to the Royal Air Force.

These terms require to be modified
by the cancellation of condition (e) as it is understood
that the construction of the access road therein des-
cribed will be undertaken by the Royal Air Force and
that the whole cost of construction and maintenance
will be borne by the Air Ministry. The area of the
road up to the point at which access is obtainable to
the new lot should be added to the area shown coloured
red on the plan enclosed with that letter and $4,400 in
respect of capitalized Crown Rent therefor added to the
sum of $36,625 in conditions (a) and (c) making a total
of $41,025. I am to point out in this connection trat
this Government has had to resume for cash certain
privately owned lots in respect of which no refund has
been asked for.
