Sir,
With reference to your Confidential
[2] telegram No.56 of 19th June, 1934, regarding the
provisional arrangement concluded between the Royal Air Force and this Government regarding the transfer to the Air Ministry of land for the Officers' Mess at Kai Tak Aerodrome, I have the honour to report as follows regard- ing the negotiations which have taken place and the present position.

In reply to an enquiry from the Officer Commanding, Royal Air Force Base, Kai Tak, concerning the terms on which this Government would be prepared to permit the acquisition by the Air Ministry of a site for the erection of an Officers' Mess, a reply containing this Government's terms (copy of which is enclosed), was sent
by my direction under date 10th August, 1933. An acknowledgement was received stating that the terms had been submitted by signal to the Air Ministry but no further reply to this Government's offer was received. To enable it to implement its offer this Government proceeded to resume at its own expense the privately owned lots on the site.
