3. This Government is desirous not to delay in any way
the construction of the necessary buildings and is prepared
to grant permission for their erection subject to an
undertaking by the Air Ministry that it will agree to the
terms of my letter No. 621/30c of 19th September, 1933, to
the Officer Commanding Royal Air Force Base, Kai Tak, as
amended by this letter or such modified terms as may
ultimately be agreed upon when the full requirements of the
Air Ministry are known.
