With reference to your Secret letter No.73/Air

of 24th May, 1934, in which you request the immediate

transfer to the Air Ministry on a free basis of the

triangular area of land at Kai Tak, I am directed to

Ser M Lick's invite your attention to my confidential letter No. 21/30c.

of 19th September, 1933, forwarding a copy of a letter

on this subject which was sent to the Officer Commanding,

Royal Air Force Base, Singapore, and in which are set out

the terms on which this Government is prepared, subject

to the approval of the Secretary of State for the Colonies,

to transfer the area in question to the Air Ministry.

No reply to that letter has yet been received.

Particular attention is invited to Condition

(f) which reads:

"No marine rights shall be deemed to be granted.

This Government as at present advised cannot agree to the

grant of indeterminate marine rights such as are now

asked for but in order to meet the requirements of the

Royal Air Force it is prepared to undertake to leave

unreclaimed except after consultation with the Royal

Air Force the immediate sea front of the triangular red

area shown in the plan which accompanied my letter of

19th September, 1933 to the Officer Commanding, Royal

Air Force Base, Singapore.
