By my direction a Secret letter dated
2nd June, 1934, (copy enclosed) was sent in reply pointing
out that no reply had been received to my letter of 19th September, 1933, on this subject, addressed to the Officer Commanding, Royal Air Force Base, Singapore, but offering,
in order to avoid delay, to grant permission for the erection of the necessary buildings on the site provided
the Air Ministry would agree to the conditions originally
offered or such modified terms as might ultimately be agreed upon when the full requirements of the Air Ministry
were known. The attitude of this Government on the question
of marine rights is explained in that letter.

The agreement of the Air Ministry to this proposal has been conveyed by the Officer Commanding, Royal Air Force Base, Kai Tak, and acting on the analogy of the
Officers' Mess Site, negotiations for the transfer of which
on a like basis were approved in your Confidential 2) telegram No.56 of 19th June, 1934, I have agreed to the
transfer of the area to the Air Ministry as soon as vacant
possession can be given. A copy of this Government's
Secret letter to the Officer Commanding, Royal Air Force
Base, Kai Tak, together with a plan of the area which it
Encl.No.5 is willing to transfer is enclosed. The area, shown on
this plan, which the Air Ministry now desires to acquire
differs slightly from the area originally asked for, and the figure of $176,150.00 in respect of capitalized Crown Rent referred to in condition (a) of my Confidential
letter of 19th September, 1933, mentioned in paragraph 2
above, should be reduced to $173,492.00.
