22nd October, 1934, regarding the Officers' Mess Site at

Kai Tak Aerodrome, I have the honour to address you on

the subject of the Triangular Area at Kai Tak which this

Government has agreed, subject to your approval, to

transfer to the Air Ministry.

Demi-official negotiations between the Air

Ministry's representatives at Kai Tak and Singapore and

this Government were opened last year regarding the

transfer to the Air Ministry of the Triangular Area at

the east end of Kai Tak and in answer to a telegram dated

14th September, 1933, from the Officer Commanding, Royal

Air Force Base, Singapore, I addressed to him a letter

dated 19th September, 1933, (a copy of which is enclosed),

setting out the conditions on which this Government,

subject to your approval, was prepared to transfer the

area in question.

That letter remains unacknowledged, but on

24th May, 1934, a secret and urgent letter (copy of which is enclosed) was received from the Officer Commanding,

Royal Air Force Base, Kai Tak, enquiring if this Govern-

ment would agree to the immediate transfer of the

Triangular Area to the Air Ministry on a free basis grant-
