With reference to your despatch No.257
of the 7th July, 1934, regarding the liability for the
34 funeral expenses of J.M. dos Santos, I have the honour
to inform you that I agree with some reluctance to the
payment of this sum from Hong Kong funds, and to request
that the Crown Agents for the Colonies may be instructed
to make the transfer accordingly.

At the same time I consider that payment
of this sum should not be regarded as acceptance by this
Government of any responsibility for such payments in
future, and I would suggest that the expenses of burial
in such cases should be borne by the local authority
responsible for the burial of paupers.
