by the Association at $180,000, the estimate supplied by the
Public Works Department being $260,000, indicating a probable
saving, if the offer is accepted, of $80,000.

A sum of $60,000 has been inserted in the draft
Estimates for 1935 now under consideration, but if an early
start is to be made with the work, it will be necessary to
proceed with the preparation of working plans with the least
possible delay. Moreover the Association has offered, should
it prove possible to make a beginning in 1934, to carry out
such preliminary work as the preparation of the site without
cost to Government.

The time is opportune since activities in the
building trade following the boom of the last few years have
recently come almost to a standstill, and contractors are
likely to welcome an opportunity of keeping their men
employed and disposing of surplus material even at no profit
to themselves. I should be glad therefore if your approval,
if granted, could be conveyed to me by telegraph.

Mr White is at present engaged in the preparation
of a report on the development of technical education in the
Colony, and I enclose for your information extracts from a
preliminary draft of the report dealing with the proposed Trade
School. Provision for salaries and running expenses has not
been included in the estimates of the Education Department for
1935, as it appears unlikely that the school will be in a
position to open until some time in 1936.
