Provision should be made for the reconsideration of these
scales when the maximum has been reached.
The success of the Trade School will depend largely on the
quality of its staff. They must be selected so that each is
complementary to the others. As far as I know there is no
one in England with the requisite local and technical knowledge
required for their selection, and I therefore feel that, if the
scheme is to proceed, I ought to select these men myself. If this is agreed to it may be advisable to cut down the Chinese
New Year, and Ching Ming Holidays of the Junior Technical
School to a minimum in 1935, and extending the Summer Vacation
so that I will not be absent too long from the School.
(c) Fuel, Light and Power.
This item will include coal for a small steam boiler, smith's coal, ordinary lighting, fans, etc. and power for machinery until the School Installation is complete,
(d) Consumable Stores.
Say, $1000.
This item is almost impossible to estimate. No figures are available as a basis of calculation and I think the best
we can do is to accept the Singapore figure pro. tem.
Say, not more than $5000.
(e) Depreciation of Machinery.
If the expenditure on plant etc. is regarded as capital expenditure, as would presumably be the case in this instance, this item does not arise. If not, then I suggest a 20 years' life for plant.
