In September, 1933, Mr. White,

Principal of the Junior Technical School,

reported on the organisation etc. of Trade

Schools in Malaya with reference to the

institution of a Trade School in Hong Kong.

His report is under cover of (1). It is now

proposed to build a trade school. No details

are given of the building which it is proposed

to erect, nor any firm estimate of the cost of

the proposed building. The Building Contractors'

Association, who have agreed to do the work of

building at cost price, estimate that the

maximum cost will amount to $180,000 as against

the Public Works Department estimate of $260,000.

It is estimated that when the trade

school is in full running order (i.e. four years

after it is opened) the annual recurrent cost

to Government will amount to $26,420.

The financial outlook of the Hong Kong

Government gives some cause for anxiety and it

is of more than ordinary importance that

expenditure should not be sanctioned without the

most careful consideration.

It would have been

useful if we could have had some details of the

proposals, and it may be considered desirable

to ask for further information before the

expenditure on the buildings is sanctioned.
