found necessary also to appoint an Assistant Matron in
place of one of the nurses and a messenger in addition
to the authorised establishment.

The staff of the Hospital includes twelve
nurses in training who received no pay, but were provided
with food on payment of $6 a month. It is considered
that these nurses should receive a messing allowance of
$12 a month and should provide their own food. Slightly
better terms have been given in order to attract a more
suitable type of candidate.
5.
I enclose a comparative statement showing
the authorised expenditure and that now proposed. The
excess can be met from savings under Medical Department
subhead 1 (Personal Emoluments).
6.
The Finance Committee has been consulted
and has agreed to these proposals.
