(14) That in Government schools for Chinese the proportion of British teachers to the total number of teachers should be diminished and the proportion of Chinese teachers increased, since the importance of English studies will be somewhat lessened by the reforms proposed above.
(15) That the accommodation at the Peak School should be increased, or, if that is not
possible, a new school provided [Chapter II (7)].
(16) That the vacant post of Senior Inspector of English Schools should be filled by the best possible candidate obtainable from outside the Colony, and that the new Inspector thus appointed shall, as soon as he has had time to understand the educational situation, be made Director of Education.

APPENDIX.
REGULATIONS FOR THE SCHOOL CERTIFICATE EXAMINATION,
?
(1) To qualify for the School Certificate a boy must at one and the same examination pass in Groups I, II, III, IV and V.
(2) A girl may substitute Group VI for Group III or for Group IV but may not offer more than five groups. Should Group VI be taken instead of Group IV either the Arithmetic or the Algebra paper must be taken in Group VI.
(8) No boy may offer Group VI.
(4) No candidate may offer more than nine subjects.
The subjects of the examination are arranged in Groups as follows:-
GROUP I.-English.
GROUP II—(a) Chinese Language, History and Translation.
(b) Higher Chinese.
(c) Mandarin.
(d) Cantonese.
(e) Latin.
(A) French.
(g) Portuguese.
(k) Udu.
(i) Any other approved modern language.
GROUP III-(a) Physics.
(b) Chemistry.
(c) Elementary Science.
(d) Botany.
GROUP IV (a) Arithmetic.
(b) Algebra.
(c) Geometry.
(d) Trigonometry.
GROUP V. (a) History.
