No payment should be made on this account to

senior staff. In particular the payment to the Health Officer of Port for emigrant ships is not in our opinion justified, such work being part of the duties for which he draws salary, just as attendance at all hours of need is part of the duty of cdical Officers.

We have reason, however, to think that the extra payment receivable under this head were held out or were regarded by the present Health Officer of Fort and his Assistants as integral parts of the attractions of their posts and we therefore recommend with reluctance that these payments shall be continued to existing staff. But future appointees should not enjoy these additions to their salaries and their shares in the fees paid by the ships cxamined should be carried to revenue.
