Sir,
With reference to your telegram No.80
of 28th August, 1934, I have the honour to inform you that a very serious deterioration had taken place during the past two years in the trade position of the
Colony. The situation threatened to become worse, and
as a result of certain representations made to me in
May of this year I decided that it was desirable to appoint a Commission to investigate the position and to
make recommendations.

The terms of reference and the personnel
of the Commission are set out in Proclamation No.2 of
1934 of which I enclose a copy.

As regards the members of the Commission
the Chairman, Mr. Breen, the Postmaster General, has had
previous experience in the conduct of such enquiries as
Chairman of the Retrenchment Commission in 1931. He also
presided with marked success over the deliberations of the
recent conference which settled the terms of the new draft
Railway Working Agreement. The Hon. Mr. Mackie who is a
member of the Executive and Legislative Councils, as head
