With reference to your memo. T.C./5 dated 6th February 1934 on the subject of the transfer of Colonial Funds, the point I wish to make is that the Colonial Government has from time to time to remit funds to the United Kingdom, while you on the other hand have to buy dollars with some regularity; and that if at any time when you are buying dollars the Colonial Government is about to arrange remittance to London it should be a matter of mutual benefit if recourse to the Banks could be avoided by both parties.

I do not think that the principle of collaboration with the Colonial Government is affected by the conditions for the time being of the exchange.

If however you have again discussed the question with the Colonial Treasurer and he sees objection to any collaboration of this kind could you let me know the substance of his objection?

Hong Kong,

9 February, 1934.

With regard to your 1014/FACC dated 9-2-1934:-

I think the matter is clear, as already explained in previous minutes the interests of the Colonial Government and ours are diametrically opposed.

May I ask if perchance you have recently received any specific instructions regarding the matter under discussion?
