post. Mr. Sutherland and Mr. Brawn, the Inspectors of English Schools are both contemplating retirement in the

near future; Mr. de Rome and those below him have yet to

be proved in any capacity higher than a headmastership. I'may add that I do not consider any member of the staff of the University as suitable in this connection.

I should like to give further consideration to the matter and meanshile propose to appoint Mr. G.R.Sayer of the Cadet Service to act as Director of Education.

Mr. Sayer has many qualities which eminently fit him for the post but I should like him to act for a period before making any specific recommendation.
