With reference to your Confidential (2)
[2] despatch of the 11th July, 1934, on the subject of the
Directorship of Education in this Colony, I have the honour to inform you that I welcome the proposal contained in the ninth paragraph of that despatch that some well qualified officer should be appointed to visit Hong Kong during the coming winter and make a report on the whole question.

I do not wish to limit the scope of
the enquiry in any way, but would leave the officer
selected a free hand.
