I agree, however, that it
would be undesirable that any modification
which may he made in the present practice
should involve the danger that payments
may not be made to the proper persons.
I suggest that a partial solution of
the difficulty may possibly he found in
an arrangement under which all payments
of a routine nature, in respect of the
financial
last month of the year, are made on a

date a few days before the end of that
year, with the object of allowing some
days of grace during which payments,
which it has not been possible to make
on or before that date, can still he
made within the financial year to
which they relate. In this connection,
