LIQUOR.
Para. 1. The net revenue collected decreased
from $2,461,497 to $2,259,344

The consumption of spirits and the output of native
spirits decreased on account of the depressed
economic conditions and unemployment.
Para. 3.
Considerable trouble was experienced
from illicit distilleries.
Para. 5. As a result of the high tariff on
imports into China, there has been a tendency to
manufacture scents and medicines within the
Chinese tariff wall.
TOBACCO.
Para. 6. There was a decrease of 778,541 pounds
in the quantity of tobacco consumed. The decrease
in the net duty collected was $556,282.
Partly
As a result
of Empire preference, the manufacture of Chinese
cigarettes decreased considerably.
Para. 8. Smuggling of Chinese smoking tobacco
is very prevalent, and it is estimated that some

€200 are smuggled every day from river steamers alone.
OPIUM.
Para. 10. The total amount of prepared opium
sold (59,208 taels) was by far the lowest figure
since the monoply was instituted in 1914.
Para. 12. On the introduction at the end of
January of opium from the Singapore Monopoly instead
of Hong Kong, sales fell within two weeks from
1500 taels per week to 800 taels per week. Since
