Auditor would only be adopted in connection
with payments which had been found impossible
to effect within the year to which they

(5) that, in view of the fact that the
overlap of payments from one year to another
would presumably be fairly constant from
year to year, it is unlikely in so far as
recurrent expenditure is concerned, that it
will be necessary to obtain Supplementary
Votes and Warrants before the delayed
Came
payments et be effected, because the
additional payments under any particular Vote
at the beginning of the year would be offset
at the end of the year by the carry-forward
to the subsequent year of payments which it
has not been found possible to make during
the year to which they relate.
