Government of Green Island cement (a specially
low quotation conditional upon its being used
by the Government in at least fifty per cent of
its undertakings), is approximately $2.35 per
bag of 240-250 lbs. as compared with an average
price of Japanese cement of equivalent quality

of $1.35 per bag (at the present rate of achange
the dollar is worth about 1/6d), so you will
realise that the Government, or rather the
taxpayers of the Colony, are paying pretty
steeply for their imperial convictions.
The present policy of Colonial Govern-
ment is to use only British cement on work which
is carried out by Government departments and to
require the use of British cement to the
extent of approximately fifty per cent of the
quantity used on all works let out to contract.
In this connection I may mention that the tender
of the Green Island Cement Company for the
supply of cement for 1 year (estimated at
70,000 tons) for use on the Shing Mun Gorge
