You should see, as this is the kind
of question that is always liable to excite
controversy. The need for caution in
attempting to impose Western standards upon an
Eastern community is obvious, and one might
hesitate to take the initiative in pressing
a Colonial Government to introduce changes;
but in this case the Hong Kong authorities
have themselves volunteered to amend their
local law so as to bring it into closer harmony
with the law of this country. I see no
reason why we should not approve their proposals.
