appointment to Northern Rhodesia (vide your despatch

1027 on 41026 CANo.277 of 19th July, 1933) was selected for service in

Hong Kong after he had completed a course of instruction

at Oxford University and had been awarded a First Class

in the examination at the end of the course. Vr. Edwards

arrived in this Colony on 23rd August, 1933.

As a result of arriving in the Colony nine months before Messrs. Cruttwell and Edwards, Mr. Burgess

will, subject to passing his Chinese examinations within

the prescribed time, be generally one increment in the

time scale ahead of these officers and I should be glad

to learn whether his seniority is to be determined by

the date of his arrival in the Colony in accordance with

the general principle of Colonial Regulation 38 and

whether, likewise, Mr. Cruttwell, who arrived in the

Colony a fortnight ahead of Mr. Edwards, should be senior

to the latter, or whether, in view of the circumstances

of their appointments, some other method of determining

the relative seniority of these three officers should

be adopted.

THE COLONIAL ADMINISTRATIVE SERVICE.

HONG KONG CADETSHIPS.

1.

The Civil Service of Hong Kong is recruited

by the selection of Cadets by the Secretary of State.

After satisfactorily completing a period of training,

during which they are expected to learn a dialect of

Chinese and to acquire a knowledge of Government business

they become Cadet Officers and act in various appointments

in the Hong Kong Civil Service.

2. A free passage to the Colony will be provided

for the Cadet, subject to an undertaking to refund the

cost of his passage in the event of his relinquishing

the appointment within three years for any other reason

than mental or physical infirmity. Half salary will be

payable from the date of embarkation from this country, and

full salary from the date of arrival in Hong Kong.

3. Every Cadet on arrival in Hong Kong will be

subject to any regulations as to Cadets (not incons is tent

with this paper) which may from time to time be made by

the Government of the Colony, including regulations as to

examinations in Chinese, etc.

4. A Cadet will serve on probation until he has

completed not less than 2 years' service and has passed

the examinations prescribed by the local Regulations, and

has satisfied the Governor of his suitability for

confirmation in his appointment.

During the probationary

period it will be open to the Governor, subject to the

approval of the Secretary of State to terminate his

appointment if at any time his progress in his studies

or his conduct shall be considered by the Government to

be so unsatisfactory as to rend er such a course desirable.
