In reply to your letter of the 28th ultimo (No. 33759/34) I am directed by the Minister of Health to state that neither in Great Britain nor in Northern Ireland is there at present a national code of practice dealing with the installation of lifts and escalators. Nor are such installations the subject of legislative control, except so far as they may be dealt with in some towns under local Acts, or in virtue of section 36 of the Public Health Acts Amendment Act, 1890, which requires every building which is newly used as a place of public resort to be constructed and supplied, to the satisfaction of the Local Authority, with ample, safe and convenient means of ingress and egress for the use of the public.

The Building Industries National Council (5, Duke Street, Adelphi, W.C.2) are, however, drafting a code of practice as a guide and for voluntary acceptance by engineers, architects, and manufacturers, in the interests of public safety. The code will not have the force of law, and indeed is not yet published, but the National Council will no doubt supply an advance copy for the assistance of the Governor of Hong Kong.
