It is proposed that compensatory edditi ons to

pension granted in accordance with the above scheme should

be payable in full by the last employing Government and

should not form part of the pension which under existing

legislation may be converted at the option of the officer

into reduced pension and gratuity,

In order to guard against any overlap between

the legislation which would be required to give effect to

the foregoing proposals and the legislation which already

exists to provide for cases of officers retiring on

sccount of injury, it is proposed that any officer retired

on thut account should be allowed to receive ut his

option, exercisable at the time of retirement, either an

award on the basis of the "injury" regulation, or any

compensatory addition for which he may be eligible under

the new arrangements.

A draft of regulations to provide for a scheme

of compensatory pensione on these lines is enclosed, but

it is not intended that they should be made public until

the views of the Governments concerned have been receive

and considered. The draft is framed in terms which

will make it possible to reduce or withhold the

compensatory pension if it is hold that an officer is

any way personally responsible for his ill-health.
