With reference to your despatch No. 6 of the 22nd January in connexion with the Revision of the Canton-Kowloon Railway Working Agreement, I have the honour to inform you that the names of the Provincial delegates have not so far been communicated to me by the Kwangtung Government for the information of the Governor of Hong Kong.

2. Mr. W. M. Stratton, the Engineer-in-Chief of the Chinese Section, when calling this morning, told me that the Managing Director, Mr. Theo. C. Hu, had never notified him of the names of the delegates, nor discussed the matter with him. Mr. Stratton said that this was hardly surprising as the Managing Director was hardly ever in the office and spent most of his time as an extra secretary to the Chairman of the Provincial Government. Mr. Stratton also informed me that the Managing Director had recently got rid of a good Traffic Manager and placed the Chief Cashier in his place with the result that the working of the Traffic Department had considerably deteriorated.

Mr. Stratton proceeds on six months home leave in the middle of March.

I will as requested by you do my best to render every assistance so as to facilitate the negotiations, but I cannot do much unless I am kept informed as to their progress.
