to the conclusion that this Government so far from

increasing its liability can ill afford the very

heavy expenditure on passages to which it is at

present committed. I have carefully considered

possible steps which might be taken to reduce this.

It would be possible by lengthening the tour of duty

to reduce the number of passages during an officer's

period of service; but I should be most reluctant to

adopt this expedient. Rather than do so I have

advocated in my telegram No.74 of the 25th April, 1933, 13444/33 the reduction from four to three full fares of the

contribution of Government to the passages of an

officer's family and in addition the raising of

the dividing line conferring eligibility for First

Class passage from £800 to £825. The latter course

if adopted would exclude the following officers who

are now entitled to First Class passages:-

Accountant

Cashier

Accountant

Treasury.

Treasury.

Kowloon-Canton Railway.

Fifteen Marine Surveyors.

a total of eighteen officers.

I am satisfied that even as so modified the

passage scheme in force in this Colony is a most generous

one, and I cannot easily believe that any officer has

serious cause for complaint with regard to it.
