I would remark generally
in regard to your remaining recommendations
that they involve substantial increases in
scales of salaries recommended in the Report
of the Salaries Commission, and would
enquire whether any considerations such,
for instance, as a marked increase in the
responsibilities of the officers, have
arisen during the interval which has
elapsed since that Report, which would,
justify the course you propose, in present
financial circumstances,
In this connection I note that
your proposal to consider increasing the
salary scale of the Superintendent of
Mails in connection with the Estimates
for 1935 is contingent on an improvement
in the financial position. On the other
hand the payment of an allowance of £100
per annum to Mr. Hynes from the date of
Mr. Holdman's death until the post held
