## Mr. Hynes is on the maximum of his
scale (£600-£700) and payment to him of an
allowance of £100 per annum would bring his
annual salary plus allowance up to £800, which is
£50 in excess of the maximum of the new scale of
salary recommended for the post of Superintendent.
I cannot see how so large an addition to Mr. Hynes'
emoluments could be justifiable. In any event
the allowance would have to be a "Personal" and
not an "Acting" one.
e. (in paragraph 7) that an allowance (personal
and pensionable) of £50 per annum, to cease on his
securing promotion, should be paid to Mr. Lay
(Assistant Superintendent of Mails). The
reason for this proposal is that Mr. Lay has
suffered and is likely to suffer loss in prospects
of promotion because he is in a "watertight" depart-
ment. It will be observed that in paragraph 6
of (1) the Governor is unable to recommend
Mr. Lay for appointment to the proposed post of
Deputy Superintendent: while in paragraph 7 he
"there is no reason why
Mr. Lay should * not in due course be considered for the

Deputyship".

In actual practice Mr. Lay will
probably be debarred from promotion of any kind
and the proposed allowance of £50 is likely to be
the precursor of a general increase of £50 in the
salaries of Assistant Superintendents of the
(£250-£445) grade.
