Repeated to Peking and Canton Mission.

My despatch 9th January 1934 Kowloon City. Consul

General at Canton considers it probable that grounds for

raising any agitation would to a great extent disappear if he

were to address Inspector General for Foreign Affairs informing

him of the necessity for removal and the very generous terms

which Hong Kong Government is now prepared to offer. I do

not feel quite so sanguine but subject to your concurrence

I propose to announce new offer to those concerned. Further

action can be determined in the light of their reception

of offer.
