Hongkong telegram No.98 to the Colonial Office.
My immediately following telegram contains translation
of telegram received from Minister for Foreign Affairs
protesting against offer made by Hongkong Government to
inhabitants of Kowloon City. Governor of Hongkong has
pointed out that only time limit set was that for reply
to new offer.

I am informing Minister for Foreign Affairs that
I have transmitted his message to Governor of Hongkong and
His Majesty's Government for their consideration and
request instructions as to what reply His Majesty's
Government wish me to return.
Addressed to Foreign Office No. 473 of July 10th;
repeated to Mission, Canton and Hongkong.
