Waichiaopu have replied that there are considerable

discrepancies between facts as reported to them and

statements contained in my memorandum of August 14th.

K They have received petition from inhabitants of Howloon

city stating that since last June they have been

subjected to daily threats that unless action were

taken in accordance with prescribed arrangements their

houses would be demolished without their consent end

they would be expelled. Recelling oppressive

treatment accorded last year by Hongkong government to

residents of Kowloon these inhabitants felt compelled

to accept one of the two alternatives offered by the

government. They point out however that 64 households

within the city have maintained an undisturbed

residence there over several generations that Koushih-

ling land is a wilderness and very far from market and

that value at which houses have been assessed is

considerably below the market price.

Waichiaopu conclude by reiterating arguments expressed in their previous notes on this subject including reference to treaty stipulations and claims that Chinese residents in Kowloon city are under control of Chinese government and request withdrawal or suspension of measures in question.
