His lajesty's Binister has the honour to refor

to the telegram of June 26th from the Ministry of For-

eign Affairs on the subject of reports which had reached

fila `xcellency in connection with certain measures under-

taken by the British Authorities affecting Chinese resi-

dents in owloon City.

On receipt of the telegram above referred to mi-

quiries wore instituted by the competent authorities and

Eis \ajesty's Elnister is now able to state in reply that

the reports in question vore based on a misapprehension

of the true factu. In the first place the Governor of

Hongkong did not issue any notice to the inhabitants of

Kowloon Vity in question setting a time limit for their

evacuation but cosmicated to them the terms of a gen-

erous offer with a view to carrying out a scheme conseived

in their interests for improving sanitary conditions. In

so doing the Governor was clearly acting within his rights

and no question of breech of treaty stipulations arisen.

faire appears also to have been misinformed as to the at-

titude of the inhabitants of Cowloon City, for they are

noither frightened nor disturbed, but on the contrer the

vast majority of them have gladly accepted the “overnor'

offer. It would be moet unjust, ae Xis xcellency will

understand, to withdraw the offer now and the Governor will
