My telegram No. 50 to Hongkong (repeated to Foreign
Office telegram lo. 591).
Governor of Hongkong has replied that statement s
in petition referred to by Waichiaopu regarding "daily
threats" are totally untrue. District officer of new
territories (south) has discussed question of removal
several times during the past eighteen months with the
inhabitants of Kowloon City and reports that they had been
exceedingly friendly

The Governor considers the complaint is due to
(unindentified) person who has a grievance against
Colonial Government land policy. Mention of Kowloon Tsui
which is probably a mistake for Kowloon Tsai suggests
that the person was one of the ex-owners in the latter
village when it was resumed in 1933 for town planning
purposes on for less favourable terms that are offered
for Kowloon City.
3. The Governor adds that he is confirmed in his
view that the Chinese Government are using this case to
extract an admission of their special right over Kowloon
and he considers that no such admission can be made without
incalculable damage to British interests. He proposes to
proceed....
