Dear Cowell,

22nd November 1934.

Your letter of the 31st October about the final

contribution from Hong Kong towards the cost of the new

Naval Armament Depot at Stonecutters Island:

We are likely to be in a very tight place in

adjusting our totals for Navy Estimates next year. I

understand that the financial year in Hong Kong runs from

the 1st January. Would it be possible for them to arrange

to pay us the agreed contribution either in March or April

as we find nearer the time it will help us best to receive

it?

We have, as you know, provided for receiving it in

the current financial year, but by January we ought to know

whether we can balance our 1934-35 figures without it. If

we can, it might be desirable for the money to be paid after

the 31st March.
