Seen, but the fact that 99% of $14,000,000
has been credited in the Treasurer's Cash Book and Pass
Book is not, to my mind, evidence that the preliminary
money received with the application letters has been
correctly accounted for.
2. I should not have raised this question at all
if it were not for the fact that cheques on application
were to be made payable to the Hong Kong Government
(Vide 68.2) even though these cheques were to be arossed
with the name of one of the two banks in which the Loan
was domiciled.

Working on the figures quoted in (72) my
point is that, ignoring the $9,000,000 allotted to the
Chartered Bank and the P. & 0. Bank, applications were
received far in excess of the remaining $5,000,000 to
be issued.
Therefore 25% of this excess must have been
received and had to be returned to the applicants.

If the Government is satisfied that no onus
whatever lies on them as regards the preliminary stages
leading to the handing over of 99% of $14,000,000 I
have no wish to press the matter further.
5. I must, however, make it perfectly clear to
the Director of Colonial Audit what examination I have
been able to give to this particular item of the
Colony's receipts.
