(c) 'Carcase' means the carcase of an animal, and includes part of a carcase and the meat, bones, hide, skin, hoofs, horns, offal, or other part of an animal separately or otherwise or any portion thereof.
(d) 'Cattle' includes bulls, cows, oxen, heifers, calves, and buffaloes.
(e) 'Disease' includes cattle plague or rinderpest, septicaemia haemorrhagica, pleuro-pneumonia contagiosa of cattle, foot and mouth disease, sheep-pox, sheep scab, swine fever, anthrax, and glanders (including farcy) rabies and any other disease declared by the Urban Council and notified in the Gazette to be included in the term disease for the purposes of this Ordinance or regulations or by-laws made thereunder. (f) Equines' includes horses, asses, mules, and all other equine animals.
(g) 'Fodder' means grass or other substance commonly used for the food of animals.
(h) 'Litter' means straw or other substance commonly used for bedding or otherwise for or about animals.
(i) 'Segregation place' means any place appointed by the Council to be a place where animals may be confined and isolated in order to prevent or mitigate disease or the spread of disease and includes the Government depots.
(5) 'Special Permit' means a written permission granted by and in the discretion of the Colonial Veterinary Surgeon.
113. For the purpose of mitigating or preventing as far as may be possible epidemic, endemic, infectious or contagious disease among animals the Urban Council shall have power to make by-laws with regard to the following matters :-
(1) (a) The inspection, testing for disease, inoculation, detention, segregation, housing, slaughtering, transhipment, exportation, possession and control of cattle, sheep, goats, and all other ruminating animals, of swine, of horses, mules, asses, and all other equine animals.
(b) The disposal of the dead bodies of any such animals.
(c) The construction, regulation, licensing, disinfection and inspection of all places, vessels, and vehicles in which any such animals as aforesaid are or have been kept or carried.
(d) The payment for fees for licences, housing, inspection, testing, inoculation and disinfection.
(e) The forfeiture without compensation of animals and things dealt with in contravention of any by-law made under this paragraph, and
(f) The duties and obligations of persons having any such animals in their possession or under their charge.
(2) The licensing and regulation of depots and pens for cattle, swine. sheep and goats.
(3) The control and supervision by registration, licensing, or otherwise of stables, and cattle-sheds, and places for keeping sheep, goats, swine, and poultry.
(4) Providing for the regular inspection of all places where animals are kept.
