I hesitate to make, in a semi-official
letter, suca a definite statement as that at
the beginning of para. 2 of the draft. It
seems to go beyond what is actually laid down
by the circulars, which merely provide for tue
arrangements to be made when Colonial an
lands are placed at the disposal of tie
Office or are subsequently re-transferred to
the Colonial
overnment.

I should prefer to amend the draft as
shewn in pencil.
I should strongly oppose any oposal
that a Colonial ovt. is under any obligation
to provide at its own cost lands required by
the Air Ministry; and even in the case of the
ar Office, I should not assume such an oblig-
ation in the absence of a definite provision
in the laws of the Colony.
