seems to go beyond what is actually laid down

by the circulars, which merely provide for tue

I should strongly oppose any oposal

that a Colonial ovt. is under any obligation

to provide at its own cost lands required by

the Air Ministry; and even in the case of the

ar Office, I should not assume such an oblig-

ation in the absence of a definite provision

in the laws of the Colony.
