I attach a copy of a report by Mr. Hamilton (Assistant Auditor in Hong Kong) to the Acting Auditor regarding this loss of cash, which gives more information about the case than is contained in the Governor's despatch. I think that a further explanation is required with reference to:
(a) The responsibility for the apparently inadequate system for the safe custody of the key.
(b) Any reason why the officer responsible for the safe custody of the cash should not be held responsible for the loss.
3 in shu not be deprayed by the shroff or shroffs concerned in the neglect of precautions. Hong Kong is about the last place in which any laxity in these matters should be allowed.
