or some time past it has become increasingly
evident that smugglers are taking advantage of the absence of any regular preventive service along the land frontier
and that as a result not only is the population of the New
Territories evading its share of taxation but there is a
steady infiltration of illicit goods, especially tobacco
and opium into the urban arcas. It is accordingly pro-
posed to engage eleven additional Chinese Revenue Officers
and to station them in the New Territories under the
European Revenue Officer in charge of the New Territorics who at present works his district from Hong Kong but will in future live near Fan Ling. A sum of $1,560 to cover
the rental of the necessary quarters is inserted under
"Other Charges for this Department.
Harbour Department and Air Services.
Certain additions to the staff of the Government
Marino Surveyor's sub-department arc rendered necessary
by the forthcoming application to the Colony of the new
Safety and Load line Conventions. The extent of those
increases has been discussed locally with the Shipping
Committee of the Chamber of Commerce and subsequently
by the Harbour Master with the Board of Trade. The
verdict of the Board is that to fulfil the obligations
which those Conventions will impose a minimum increase of
one Ship Surveyor and two ngineer Surveyors is necessary
