The respective Consular authorities in

Shanghai are responsible, in so faras charitable

sources are not available, for cases of destitution

amongst their own nationals and it is therefore the

practice of the Shanghai Municipal Council to recover

the burial expenses of persons dying destitute in

Shanghai from the appropriate Consulate.

The funeral expenses of destitute British

subjects dying in Shanghai are usually defrayed by

local charities, but in those cases where charities

are not available as e.g., for Indians, the expenses

are met by the Consulate and recovered from the

Colony or Dominion of which the deceased person is

a native.

As the charity concerned declined to bear

the funeral expenses of the late John Maria dos Santos

the Governor of Hong Kong was asked to meet the

expenditure from local funds, but he refused (please

see copies of correspondence annexed) and a request

to the Shanghai Municipal Council to waive the

charge was unsuccessful.

It has been ascertained that the late

John Maria dos Santos left no estate and there is no

possibility of recovering the funeral expenses,

amounting to $34.96 from his relatives. This amount

has therefore been charged in the account with the

Foreign Office and it is suggested that the sterling

equivalent may be reclaimed from the Colonial Office

in London.
