I observe with satisfaction
that the need for caution in view
of the recent fall in revenue returns
is fully appreciated in the Colony,
and that the Estimates are
consequently calculated on a
conservative basis. Having regard
to this circumstance, and to the
fact that it is nevertheless
estimated that at the end of 1934
surplus balances will still exceed
$10 million, I approve the proposal
to draw on surplus balances to the
extent of some $1,600,000 to meet
the cost of Public Works Extraordinary.
