When the time arrives to award certificates for the "part time day" classes it is hoped that such certificates will bear the authority, not only of the Department of Education but of some external examining body. Two possibilities arise, based on the excellent results obtained by the National Certificate Exami na ti ons in England.

(1) Certificates to be issued by the Board of Education (H.K.) in conjunction with the Inst. of Mech. Engs.

(2) Query - Is the local Institute of Engineers of such standing as to have value as the External Assessing Body, and if so would the Institute be sufficiently interested to appoint an Assessor?

It is intended to explore these avenues at an early date, as it has been found in England that having an external assessor greatly increases the value of the certificate.

The general standard to be aimed at will be The Ordinary National Certificate of the Board of Education (England).

(5) CONTINUATION CLASSES.

The great difficulty met with in the evening schools at Taikoo and Kowloon Docks is that the students have no foundation on which to base their technical training. By no stretch of imagina- tion can these classes be regarded as " 'continua tion" classes, as the students have no adequate previous training which can be continued, and it speaks volumes for the industry of the various teachers that they have accomplished as much as they have.

This session, for the first time, an endeavour is being made to bring the senior classes at Taikoo and Kowloon up to such a standard that selected boys can leave the "Dock" schools in session 1933-34 and form a combined "First Year" evening class at the Junior Technical School. The provision of a Science Laboratory is essential for the successful formation of such a class.
