My dear Smith,
The Advisory Committee on Education in the Colonies
were auch interested by White's proposals for the development
of the Junior Tecanicsi School, Hong Kong, which were
presented to them for information, end I have received some
favourable commente on his general ideos, which seemed, to
Bembers of the Committee woo know about these things, sound
and practicable.
One member, while warmly approving of the suggeetion
made on page 12 of White's report for the appointment of e
pattern-makes with wide experience, questions the limitation
of such experience to the Clyde and Tyneside districts.

might supply an excellent men of this type. He suggests that
alternatively
it might rise be possible to get someone who has been on the
technicul side of a university, in contact with students, but
he resiises of course that it is not so much question of
formal qualifications as of actusi skill and experience in the
