In October 1930, His Excellency the Governor appointed

a Committee to consider "the possibility of increasing

the facilities for practical technical education (in Hong

the

Kong) and/feasibility of establishing a Trade School."

The Committee's Report, which for convenience is

hereinafter referred to as "The Government Report"(G.R.)

was submitted to the Governor in June, 1931, over the

signatures of Sir William Hornell, Mr. R. M. Dyer,

Mr. G. P. de Martin,

Dr. S. W. Tso,

Mr. T. H. R. Shaw,

Mr. T. N. Chau, and Mr. E. R. Price (Secy).

This Government Report dealt in 119 numbered para-

graphs with the many aspects and complex problems of

technical and industrial education in the Colony. Fifty

of these paragraphs made references, of various degrees

of importance, to the University, mainly to the Faculty

of Engineering. Some of the references were purely

descriptive, some were critical, some were defensive,

and some made specific recommendations for future action.

The Senate found itself faced with two problems:-

(I)

that some members of the teaching staff of the

University regarded the Government Report as

controversial, and, in certain sections, as

unfair to the University.

(II) that the University was apparently expected

by Government to formulate and announce some

Policy with reference to technical education

in the Colony.

At the meeting held on February 25th, 1932, the

Senate, after lengthy and lively discussion, referred

its problems to a Sub-Committee consisting of Professors

F.A.Redmond, G.T.Byrne, and W.Brown.
