Please see the attached letter from the Auditor

of Hongkong (sent in original for return) about

the class of steamer passages allowed to the Assist-

ant Auditor on £450 £50 £700 under the new

Passage Regulations.

It appears from Nos.10-12 of 92658/32 Hongkong

that, although Hongkong cadets, Passed and Unpassed,

and Police Probationers are not on a scale of salary

which goes above £800 a year, they are given first

class passages as if they were.

The effect of the new rule as applied to the

£50 £700 is very

Assistant Auditor on £450

unfortunate, for:-

(a) It deprives him of first class passages,

(b) It differentiates him from the other

Hongkong Assistant Auditors, though their posts

are in the same Class in the classification of the

Colonial Audit Department,

(c) It puts him in a lower stratum of the

Hongkong Service than the Cadets and Police

Probationers whose educational qualifications etc.

are similar to, or lower than, those of the

Colonial Audit Department officers now being

recruited, and

(d) It differentiates him from every other

member of the Colonial Audit Department. In no

other Colony is an Assistant Auditor expected to

travel second class by ocean steamer.

I do not suppose that in framing the new

Passage Rules this was intended, and I should be

glad if it could be remedied, either by the

addition of Assistant Auditors to the existing

exceptions
