In accordance with Colonial Regulation No.203

I have the honour to transmit the accompanying petition from

Messrs. A. Jackson and J. L. Tetley, Assistant Government

Analysts, requesting that they may be provided with First

Class passages when travelling between Hong Kong and Great

Britain.

It will be observed that General Order 178(2),

which is quoted by the petitioners in paragraph 5 of their

memorial, makes no reference to Senior Officers, nor was any

such reference intended. Former General Order 149(7), of

which a copy is enclosed, did contain such a reference with

the addition, however, of the words "The decision as to

whether any particular officer is to be considered a Senior

Officer

rests with the Governor". The present

General Order, which makes the class of passage dependent

solely on amount of salary, and not on status, avoids the

difficulties inherent in the former rule. At the same time,

in view of the heavy cost to Government of passages, due

mainly to the very liberal assistance granted in respect of officers' families, some curtailment of privileges hitherto granted was felt desirable in the interests of economy. In this connection I would invite attention to the proposal
