We sent Sir H. Wheeler copies of correspondence with Hong Kong regarding the closing of brothels. (See (13) on 90175/4/32) but there is no reason to suppose that this has been handed on to Mr. Harris.
The reply to (11) should I think state that so far as Hong Kong is concerned, all European brothels were closed by the end of 1951; all Chinese and Japanese brothels catering for Europeans were closed by July, 1932; no further prostitutes are to be admitted to Chinese brothels; no transfers
of prostitutes from one brothel to another may be made, and no prostitute may return to a brothel after an absence of a month or more; no new prostitute may now be registered.
might explain that the Governor of Hong Kong intended to call for a report in January, 1933, and then to take such action as appeared advisable to bring about the complete abolition of brothels in the Colony within a reasonable
period. We might say that a despatch from the Colony on the subject is, therefore, to be
expected shortly.
