HONG KONG SURVEY STAFF.

Ship Surveyors.

(a) It is recommended that there should be an

immediate increase of one Ship Surveyor to the permanent

staff. This is the appointment mentioned in the fourth

paragraph of the Governor's despatch. It is proposed to

offer this appointment to Mr. Collings, and it is

considered desirable that, should he accept the

Short appointment, he should first undergo a special period of

training at the Board of Trade, particularly with regard

to the question of the treatment of existing ships under

the Safety Convention.

(b) It is recommended that the position should be

reviewed after the expiry of six months from the date

of application of the Safety Convention to Hong Kong,

when it is possible that it may be found necessary to

appoint a further Ship Surveyor. Should such an

appointment be decided upon, it can then be determined

whether it should be a permanent appointment or whether

of a temporary nature, such as could be filled by the

loan of a fully-trained Surveyor by the Board of Trade.

Engineer Surveyors.

(c) It is recommended that there should be an

immediate increase of two Engineer Surveyors to the

permanent staff, these appointments to include the one

referred to in the fourth paragraph of the Governor's

despatch.

(d)

The position should be reviewed as in (b) above

when the question of a further increase either permanent

or temporary should be considered in the light of

experience gained.
