With reference to your letter No.E.M.4456 of the
20th of July, to the Under Secretary of State, Colonial office,
regarding the appointment of additional staff to the Government
Marine Surveyor's Department, Hong Kong, I have the honour
to state that we have now been requested by the Secretary of
State for the Colonies to proceed to select and engage two
suitable candidates for service as Engineer Surveyors in
consultation with the Board of Trade, and Commander G.F.Hole,
R.N.(Rtd.) Harbour Master, Hong Kong, on the terms and
conditions specified in the paper of particulars which
accompanied our semi-official letter dated the 19th of July.
2. Mr.L. Robinson has declined to become a candidate
for appointment as Engineer Surveyor, and I have to enquire
whether the Board of Trade is yet in a position to nominate
suitable candidates for the two vacancies from amongst
Engineer and Ship Surveyors in the service of the Board, or,
alternatively, from amongst those applicants whose names
have been noted in connection with the examinations for Board
of Trade, Engineer and Ship Surveyorships.
3. It is proposed to select Mr.R.K.Collings to fill
the vacancy for a Ship Surveyor and a copy of a letter which
we have addressed to him is enclosed. If he is passed as
physically fit for service a further letter will be sent to
you in connection with the course of instruction which it is
proposed he should undergo as a condition precedent to appoint-
ment.
